The mission of the JATEC as one of the strategic pillars of the NATO - Ukraine evolving jointness is to provide for the NATO - Ukraine interoperability, to contribute to the development of NATO and Ukraine's transformation in defence, deterrence, crisis prevention, crisis management and cooperative security, and helping Ukraine achieve membership of NATO. By fostering a Joint civilian-military and Joint NATO - Ukraine approach, the JATEC aims to strengthen the overall defence capabilities and strategic alignment of NATO and Ukraine, ensuring they are better prepared to face current and future challenges.
The Resources and Management Division (RMD) acts on all internal management and resource related issues, ensuring the effective and efficient operation of the centre. RMD coordinates with the Host Nation and is responsible for JATEC's: Support from the NCI Agency, Human Resources Management, Base Support, JATEC Security, Communication and Information Systems (CIS), Registry services, Ukraine Registry, and Linguistic support.
The Personnel Cell (PC) provides Civilian Human Resources support to the NATO International Civilian personnel assigned to JATEC. The cell has overall responsibility, for the implementation of all aspects of the management and administration of international civilian personnel, including selection and recruitment, pay and benefits, performance management, training and development, coordination on all civilian JD issues, and complaints/appeals processes.
The incumbent is responsible for Civilian Human Resources Management including civilian personnel administration, recruitment, fund management and policy.
Principal Duties:
Supervises and manages the implementation of NATO civilian personnel policy, procedures and rules in JATEC, with ACT and NATO policies and directives, ensuring compliance of personnel actions with internal guidelines and regulations pertaining to personnel practices.Initiates and monitors the civilian staff selection and recruitment process using the NATO Talent Acquisition Platform and Hirevue. Serves as a voting member on civilian recruitment boards.Authorizes pay, allowances and entitlements for JATEC posts. Verifies monthly civilian personnel payroll and calculation of other payments.Makes routine HR decisions on eligibility for allowances and prepares recommendations on novel/exceptional requests requiring policy assessment.Manages internal communications to staff on Civilian HR issuesMaintains day to day consultation with Civilian Staff Association on personnel issuesProvides advice and support to staff and supervisors regarding conditions of employment and i the management of civilian personnel.Oversees the development of briefing and training programs for managers on civilian personnel policies and administration including performance management, training and development and leave and contractual obligations.Responsible for the JATEC implementation of the NATO-wide policy on the prevention, management and combating of harassment, bullying and discrimination in the workplace.Responsible for counselling, coaching and mediation in staff conflicts, providing guidance and support to all parties involved, planning and executing communication strategies. Ensuring the HQ has a trained "Person of Confidence" to assist as and when required.Researches and develops informative material for civilian staff on new, revised or pending policy, and oversees the Civilian Human Resources SharePoint portal.Serves as Fund Manager for preparation and execution of civilian personnel budget, including training and development initiatives.Manages the Allianz insurance programme and serves as primary point of contact for ad-hoc basis regarding unique policy matters related to medical coverage, disability, and invalidity benefits. Engages directly with insurers to resolve disputes.Essential Qualifications / Experience:
University Degree in human resources management, business administration, law, social sciences, or related field, public administration or related discipline and 2 years function related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.Four years' experience in recruitment and human resource management (benefits administration, performance systems, training & development) in progressively responsible professional positions, preferably including experience in administration of expatriate personnel.Four years' experience with at managerial level of human resource management information systems.Two years' managerial and supervisory experience.High level of written and oral communication skills demonstrated in previous positions.Language:

Desirable Qualifications / Experience:
Experience in a multinational or international organization and knowledge of expatriated civilian personnel policies.Experience in ORACLE database systems and SQL.Experience with National and International fiscal, pension and insurance scheme.Attributes/Competencies:

Security Clearance
The successful applicant will be required to apply for and receive a NATO SECRET Security Clearance prior to final confirmation of contract and commencement of employment.
Contract
This position is linked to a specific NATO project and is for a limited duration of 3 (three) years only.Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.
