As Global Mobility Business Partner, you will serve as the architect of Moderna's global mobility framework—developing and scaling programs across relocation, immigration, and tax to support our rapidly growing global workforce. Acting as a trusted advisor and compliance steward, you will balance policy governance with operational agility, delivering strategic solutions that align with business needs and employee experience.

Reporting to the Executive Director, HR Operations, this role will oversee complex casework, drive continuous improvement, and manage high-impact vendor relationships across relocation, immigration, and tax service lines. With a strong focus on digital enablement and policy modernization, you will ensure Moderna's mobility programs remain globally consistent, compliant, and employee-centered.

You will be a key connector between our global talent strategy and the regulatory landscape, partnering closely with Legal, Tax, Compliance, Finance, and HR to deliver a world-class mobility experience in a high-growth biotech environment.

Here's What You'll Do:

Your key responsibilities will be:

  • Lead the global mobility programs for Moderna, including long-term assignments, short-term assignments, and international relocations.
  • Serve as the strategic advisor for policy application and case escalation, shaping frameworks that reflect evolving business needs and compliance mandates.
  • Partner with senior HR and business stakeholders to advise on mobility design, cost modeling, and program enhancements.
  • Act as the central point of contact for policy interpretation, exceptions, and advisory support across the global enterprise.
  • Oversee vendor relationships for relocation, immigration, and tax; ensuring high service quality, cost effectiveness, and compliance.
  • Drive clear and consistent communications, partnering with HR and Comms to ensure mobility documentation and guidance is user-centric.
  • Collaborate with Legal, Tax, and Compliance to ensure Moderna's policies meet international and local regulatory standards.
  • Support digital initiatives and lead automation and simplification efforts within the mobility function.
  • Own analytics for mobility activity, spend, and compliance metrics—delivering insights that improve decision-making and cost-efficiency.
  • Ensure a globally consistent and empathetic employee experience throughout all assignment and relocation processes.

Your responsibilities will also include:

  • Maintaining audit-readiness and SOX-compliant governance frameworks for global mobility documentation.
  • Identifying and mitigating compliance risks related to labor law, immigration, and international tax requirements.
  • Supporting complex cross-border workforce movements through compliant, fit-for-purpose mobility solutions.
  • Leading or contributing to continuous improvement and process redesign initiatives within the mobility function.
  • Delivering high-touch support and guidance to mobile employees with a focus on a positive, seamless experience.

    With responsibility for digital enablement initiatives within mobility, you'll lead efforts to streamline processes and introduce automation to reduce friction and enhance the employee experience. You'll be expected to seek out ways to apply digital tools in driving efficiency and governance.

Here's What You'll Need (Basic Qualifications):

  • Bachelor's degree in human resources, Business Administration, International Relations, or related field.
  • 4 years of progressive experience in global mobility, immigration, or international HR, including exposure to policy management and governance.
  • Demonstrated experience in interpreting and applying complex mobility or immigration policies in a corporate setting.
  • Proven ability to manage vendor relationships and drive operational efficiency.
  • Prior experience advising senior stakeholders or HR leadership teams on mobility strategy or policy design preferred.
  • Proficiency in English (verbal and/or written) required due to global collaboration needs.

Here's What You'll Bring to the Table (Preferred Qualifications)

  • Professional certification in Global Mobility (e.g., GMS, CRP) or Immigration Law is highly desirable.
  • Strong understanding of global mobility frameworks, immigration, tax, and compliance principles.
  • Analytical mindset with the ability to interpret policy impact and provide actionable recommendations.
  • Exceptional communication, diplomacy, and problem-solving skills.
  • Comfortable working in a matrixed, fast-paced, and global environment.
  • Proficiency in HRIS or mobility systems (e.g., Workday, Equus, AssignmentPro) and Microsoft Office Suite.
  • This role may require occasional international travel. Flexibility to support global time zones as needed.
