The College of Europe (CoE) in Bruges is seeking applications for the position of Procurement and Legal Officer (100% FTE), based in Bruges, Belgium (with responsibilities covering both Bruges and Tirana campuses), starting as soon as possible.

About the College: Welcome to the laboratory of the European integration

The College of Europe, with its Bruges campus established in 1949 and its Natolin campus established in 1992, is the oldest postgraduate institute of European studies [coleurope.eu]. Currently, the College of Europe hosts approx. 340 students in Bruges and 120 students in Natolin. Students come from approx. 50 nationalities every year and follow advanced Master’s programmes of 10-month duration in a residential format (“studying and living Europe together”). Starting in September 2024, a new study department – at the recently established Albanian branch (“Tirana campus”) of the Belgian foundation of the College of Europe – will enrol approx. 30 students in its first cohort and grow in numbers over time.

The Procurement and Legal Officer will be responsible for the management of the procurement activities across the campuses in Bruges and Tirana. The selected candidate will hold the responsibility of ensuring the timely and compliant procurement of goods and services in strict accordance with College standards and regulations. This multifaceted role includes the preparation and management of contracts and financing agreements, as well as providing expert guidance to colleagues and partners on procurement procedures. The officer will also offer general legal consultation, contract review, and ensure compliance with legal standards ensuring the full harmonisation between the Bruges and Tirana campuses.

We are looking for candidates with:

University degree in (business) law or a related field, preferably with a specialisation/professional certification in procurement management; Proven experience in public procurement, preferably in an academic or international organisation, holding a similar role for min. three years; Strong legal reasoning skills and knowledge of procurement principles, regulations, and procedures, particularly in the context of public sector procurement; Excellent analytical, negotiation, and communication skills, with the ability to build effective working relationships with internal and external stakeholders; Proficiency in procurement software and tools, as well as MS Office applications;luency in English and Dutch is required, and knowledge of Albanian or French is an asset; Ability to work independently, manage multiple priorities, and meet deadlines in a fast-paced environment; Commitment to upholding ethical standards and promoting diversity, equity, and inclusion in procurement practices.

Main tasks include:

Develop and implement procurement strategies and policies in compliance with relevant regulations and guidelines; Lead the procurement process from planning and sourcing, publication of the tender files via the eProcurement platforms to contract management and supplier relationship management; Manage and conduct competitive bidding processes, including tendering, evaluation, and negotiation; Collaborate with internal stakeholders to understand their procurement needs and provide expert advice and guidance; Ensure transparency, fairness, and integrity throughout the procurement process, maintaining accurate records and documentation; Monitor supplier performance and contract compliance, identifying opportunities for improvement and risk mitigation; Stay updated on best practices, market trends, and regulatory changes in public procurement, and incorporate them into the College's procurement framework; Provide support to staff involved in procurement activities, fostering a culture of compliance and continuous improvement; Interpret and ensure compliance with relevant laws, regulations, and legal requirements related to institution’s activities; Draft and review contracts, agreements, and other related documents, ensuring they are legally sound and in the best interest of the institution; Advise on legal risks and implications associated with the institution’s decisions, offering solutions to mitigate potential liabilities; Support the development and implementation of policies and procedures to ensure legal compliance and ethical conduct in all activities.

This is a full-time position based in Bruges, Belgium, with occasional travel to the Tirana campus required.
