Project Engineer is responsible for coordinating and managing technical offshore projects from ideation to completion. Your primary role will be to lead modification projects, upgrades, installations of drilling service equipment, and recertifications of drilling and marine equipment on offshore drilling rigs. Additionally, you will be involved in providing technical support to various departments, such as operations, commercial, and IT, as needed. This position offers an opportunity for growth and development, as you will receive the needed on the job training to become a Project Manager.

Qualifications:

Bachelor's degree in Mechanical, Structural, Electrical Engineering, or a related field. Experience working as a generalist engineer with exposure to different engineering disciplines. At least three years of related work experience with offshore operations, equipment, industry standards, Class, flag state & continental shelf regulations, and best practices is advantageous. Strong Project Engineer competencies within planning, budgeting, and vendor management etc. General project management skills with a willingness to be trained as a Project Manager. Familiarity with appropriate software such as IFS, MS Project, and MS office 365. Ability to work independently, both individually and within groups, demonstrating self-motivation and initiative. Excellent problem-solving and analytical abilities with meticulous attention to detail and wish to deliver high quality. Hold a positive mindset, high level of energy and a relentless focus on maximizing impact and output. Curious by nature and gets motivated by expanding your capabilities. Effective written and verbal communication skills in English, enabling interactions with stakeholders at various levels. Willingness and flexibility for attending offshore work and travel domestically and internationally, up to 25 percent per year, to fulfill project requirements. Commitment to safety and a track record of adhering to safety protocols.

Essential Functions:

Coordinate and manage technical offshore and workshop project work scopes, ensuring seamless execution from concept to completion. Lead and execute modification projects, upgrades, and installations of MODU service equipment, while overseeing recertification processes for same equipment on offshore drilling rigs. Travel to offshore locations for planning, surveys, project execution, and supervision onboard, maintaining project oversight and adherence to objectives. Monitor project progress, identify and mitigate risks, and proactively manage project constraints to ensure successful and timely delivery. Maintain effective and regular communication with assigned Supervisor, Operations, rig crew and other department personnel, providing updates, sharing information, facilitate lessons learnt and seeking guidance when necessary. Ensure coordination of logistics to and from the job site/shipyard and manage asset disposal as needed. Participate in the evaluation, construction, and installation of exchange or new equipment. Following Management of change process (MoC), ensuring proper functionality and adherence to project requirements. Uphold safety protocols and industry regulations during project execution, prioritizing a safe working environment for all project activities. Communicate with vendors, consultants, company agents and local support functions for international operations, fostering effective collaboration and coordination. Evaluate and inspect overhauled equipment, including mechanical and electrical systems, ensuring compliance with standards and specifications. Ensure adherence to quality standards, conduct inspections, and facilitate certification processes, including the preparation of necessary documentation. Attend Factory Acceptance Tests (FAT) and support machinery and equipment repairs as directed, verifying compliance with specifications and performance expectations. Collaborate with cross-functional teams and stakeholders to assist with defining project requirements (SOR), budgets/CDS, develop project schedules and plans, hereby ensure an effective project development lifecycle. Conduct feasibility studies, cost estimations, and risk assessments to facilitate decision-making and project planning. Participate in machinery and rig systems design work as required, contributing to the development and improvement of existing equipment and systems as well as new builds. Work closely with the Engineering, Marine and Compliance departments, providing assistance with electrical and mechanical systems design, design reviews, development, recommendations, approvals and process improvements. Provide technical support to Management, Operations and other cross-functional teams and stakeholders, assisting with technical challenges, breakdowns, technical queries, leveraging technical expertise and knowledge. Assist in preparing technical reports and responding to queries. Assist in the preparation of Authorization for Expenditure (AFE) forms for contract bids, providing technical input and support as needed. Contribute to the development, writing, or review of technical purchase specifications and purchase orders for electrical and mechanical equipment, ensuring accurate specifications and timely procurement. Stay updated on equipment costs and obtain equipment quotes as required, supporting budgeting and procurement decisions. Engage with the engineering departments of various vendors to ensure compliance with proper engineering standards and specifications. Develop/modify technical advisories, Noble rig policies/operating procedures, equipment operating procedures, updates rig operations manuals, and repair procedures for Noble equipment, as required. Maintain the following general files: Red lines as part of the MoC process, equipment specifications, design work and specifications, operating manuals, project correspondence and notes, special projects information, and vendors’ information. Perform other duties/projects as assigned by management.
