The Role

The Operational Risk Senior Officer is a strategic professional who closely follows the latest trends in their field and adapts them for application within their job and the business. Typically, a small number of people within the business provide the same level of expertise. Excellent communication skills are required to negotiate internally, often at a senior level.

Developed communication and diplomacy skills are required to guide, influence, and convince others, particularly colleagues in other areas and occasional external customers. Accountable for significant direct business results or authoritative advice regarding the operations of the business, this role necessitates a degree of responsibility over technical strategy and primarily affects a sub-function. Responsible for handling staff management issues, including resource management and allocation of work within the team/project.

What you will be doing

  1. Establishes and oversees enterprise-wide adherence to the Issue Management Policy and Standard, including the front-line-unit implementation of the program requirements, technology and tools, and governance processes to create lasting solutions for minimizing losses from failed internal processes, inadequate controls, and emerging risks.
  2. Independently and proactively assesses risks to the Issue Management program, and contributes to driving actions to address the root causes that persistently lead to operational risk events by challenging both historical and proposed practices.
  3. Contributes to the development and execution of the 2nd Line of Defense coverage strategy over the Issue Management Program, with an aim of independently assessing the Program's adherence to Policy/Standard requirements.
  4. Obtains evidence supporting the independent assessment of the effectiveness of the Program in achieving its objectives, communicates observations to the Program Owner for remediation, and contributes to the enhancements of any required 2nd Line of Defense Policy/Standard enhancements.
  5. Serves as a subject matter expert for Issue Management.
  6. Contributes to the integration of oversight of the Issue Management Program with the Lessons Learned Program and other event-response Programs.
  7. Collaborates to resolve any issues which fall within the team's scope.
  8. Escalates any material concerns to leadership.
  9. Develops and maintains relationships with senior stakeholders across all Lines of Defense, in pursuit of advancing the clarity and effectiveness of the Issue Management Program and of Operational Risk Management's independent assessment of the effectiveness of this Program.
  10. Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behaviour, conduct and business practices, and escalating, managing and reporting control issues with transparency.

What we need from you

  1. An understanding of the Issue Management Lifecycle and its relationship with the Risk Management Lifecycle.
  2. Proven track record of successfully performing reviews (audits, 2nd Line of Defense reviews, special projects), providing insights as to root causes of observed patterns, and communicating these insights to leadership.
  3. Interpreting (and ideally drafting edits to) Policies and Standards in pursuit of clarity and simplification.
  4. Outstanding communication and influencing skills through all levels of the organization.
  5. Exceptional relationship management skills; must be able to address and resolve conflict while maintaining relationships.
  6. Ability to effectively communicate complex topics to a broad audience.
  7. Detail-oriented with analytical skills, as the role requires you to be able to present; therefore, use of Microsoft Office Tools is a must.
  8. Bachelor's/University degree.
