Job Summary:

We are looking for a Non-Production
Procurement Manager who will contribute to negotiate, supervise and manage procurement of the Company in Europe. This will include, but not be limited to manage
Pan-European Non-Production Procurement activities
such as
warehousing and logistics, marketing promotion, and terminal retail
(including resource development). This role is pivotal in developing and executing sourcing strategies for Indirect Materials and Services to achieve significant cost savings, ensure supply continuity, mitigate risks, and drive overall value for TCL Europe. The successful candidate will be based in our Warsaw office and will be responsible for a diverse spend category across multiple European countries.

Key Responsibilities:

• Strategic Sourcing:
  Develop, implement, and manage comprehensive category strategies for various indirect spend areas (e.g., Marketing, IT, Professional Services, Logistics, Facilities Management, HR Services, CAPEX).
• Supplier Management:
  Lead the end-to-end supplier management process, including supplier identification, qualification, negotiation, selection, contract management, and performance reviews.
• Cost Optimization:
  Drive cost reduction initiatives through competitive bidding, strategic negotiations, value engineering, and total cost of ownership (TCO) analysis without compromising on quality or service levels.
• Stakeholder Engagement:
  Collaborate closely with internal stakeholders (e.g., Marketing, IT, Finance, HR, Operations) across European entities to understand their requirements, align procurement strategies with business goals, and ensure compliance with procurement policies.
• Procurement Policy & Process:
  Ensure adherence to company procurement policies, processes, and ethical standards. Continuously seek improvements to streamline operations and increase efficiency.
• Contract Management:
  Draft, review, and negotiate contracts and agreements with suppliers to secure favourable terms and mitigate legal and commercial risks.
• Market Analysis:
  Conduct ongoing market analysis to identify trends, potential risks, and new opportunities within the assigned categories.
• Reporting & Analytics:
  Provide regular reporting and analysis on procurement performance, savings achievements, supplier performance, and market insights to the Head of Supply Chain and other senior stakeholders.

Qualifications and Experience:

• Bachelor's degree in Business Administration, Supply Chain Management, Finance, or a related field. Master's degree or professional procurement certification (e.g., CIPS) is a strong advantage.
• Minimum of 5 years of proven experience in indirect procurement or strategic sourcing, preferably within a Pan-EU or international context.
• Demonstrated success in developing category strategies and delivering significant and sustainable cost savings.
• Strong experience in supplier negotiation and contract management.
• Solid understanding of the European supplier landscape for key indirect categories.

Required Skills and Competencies:

• Fluency in English is mandatory. Proficiency in other European languages or Chinese would be a plus.
• Excellent negotiation, communication, and interpersonal skills, with the ability to influence stakeholders at all levels.
• Strong analytical and financial skills, with proficiency in data analysis and reporting tools (e.g., Excel, ERP systems-SAP/Oracle experience is a plus).
• Strategic thinker with a proactive, hands-on approach to problem-solving.
• Ability to work independently, manage multiple projects simultaneously, and thrive in a fast-paced, multicultural environment.
• High level of integrity and ethical standards.
