HR Officer (100% FTE) at the College of Europe in Tirana (Albania)

About the College:

Welcome to the hub of European integration

The College of Europe, with its pioneering Bruges campus founded in 1949 and the Natolin campus established in 1992, is the eldest postgraduate institute specializing in European studies. At present, the College of Europe welcomes 340 students in Bruges and 120 students in Natolin, representing 50 nationalities annually. These students engage in advanced Master's programs lasting 10 months in a residential setup, fostering a sense of 'living and studying Europe together'.

In January 2024, as part of the EU Funded IPA Project: 'Preparatory phase for the establishment of a College of Europe campus in Tirana (Albania)', the College broadened its horizons by founding a branch in Tirana, Albania. The objective is to maintain academic excellence and fortify regional connections. Therefore, we are in search of an HR Officer to aid the Head of Administration and the administrative squad in Tirana. The role involves ensuring smooth operations related to Human Resources management at the College of Europe Branch in Albania. The chosen candidate will help execute the EU funded Project: 'Implementation phase for the establishment of a College of Europe campus in Tirana (Albania)', IPA.

Criteria for the Position:

  • Minimum Master's Degree in HR, Business Management, Social Sciences, Law, or related area
  • At least 3 years of relevant work experience
  • Thorough knowledge of Albanian social and labor laws as an adaptable HR generalist
  • Ability to collaborate effectively in a multicultural team
  • Proficient in both Albanian and English, with French language skills as a bonus
  • Skilled in Word, Excel, Outlook, and HR-related software
  • Familiarity with the College of Europe and higher education systems in Albania and/or Western Balkans

Position Overview:

  • Coordinate HR processes, from onboarding to offboarding, ensuring compliance with local regulations
  • Liaise with external services supporting the College in Payroll, Migration issues, and labor laws
  • Manage employee relations and act as a point of contact for local and international staff
  • Stay updated on relevant social and labor legislations and research HR topics
  • Keep abreast of HR trends, share knowledge within the team, and collaborate with Bruges headquarters on core HR policies

Additional Information:

The HR Officer will report to the Head of Administration in Tirana and collaborate with the HR Department in Bruges.
