Business Analyst Senior EU public

Frontex, the European Border and Coast Guard Agency, is one of the most dynamic and fastest-growing EU agencies. While the responsibility for the management of the external borders remains primarily with the Member States, we support border control at land, air and sea borders by reinforcing, assessing and coordinating actions at the external borders of the EU and fighting cross-border crime.

Frontex deploy specialised border guards, as well as vessels, airplanes and other technical equipment, to those EU countries which face an increased migratory pressure.

The establishment and operations of the Standing Corps gives raise to various novel legal challenges and risks. The selected candidate will have a chance to significantly contribute to the application of the EU law in this area by developing creative legal solutions in cooperation with internal and external partners.

Our expectations

Business Analyst - Software Developer in support of .NET evolution of the Complex Analysis Platform for Training Administration - MOBILE

• At least 8 years of relevant professional IT experience

• Minimum 5 years of proven project experience in a similar position or profile

• At least bachelor’s degree or 3 years of higher education ICT-related

• Minimum C1 level proficiency in English (certification is an advantage)

• At least two of the following certifications:

  • Certified Business Analysis Professional (CBAP)

  • Certified UML Professional certificate at foundation level or BPM 2 fundamental level

  • or equivalent certifications recognized internationally (subject to acceptance as a valid credential by the Contracting Authority)

• Proven experience in the complete lifecycle of a software solution

• Strong knowledge of business process modeling using BPMN notation

• Expertise in requirements elicitation, user stories definitione and analysis

• Proficiency in UML modeling (capability diagrams, activity diagrams, state diagrams, logical data models, etc.)

• Hands-on experience with modeling tools such as Sparx Enterprise Architect, ARIS Architect or similar

• Excellent analytical thinking, communication and documentation skills

• Demonstrated problem-solving ability and attention to detail

• Ability to evaluate and apply mobile usability standards

• Proficiency in gathering and refining mobile-specific requirements through user stories, acceptance criteria and backlog grooming

• Understanding of platform guidelines (Apple iOS and Android), app-store constraints and push-notification policies

• Experience using UX/UI design tools such as Figma

• Models and documents value chain/streams, business processes, roles, capabilities and data

• Elicits and analyses business needs, requirements and user stories

• Supports business experts and product owners during definition of requirements and software development

• Maintains and tracks requirements/user stories in systems lifecycle

• Transfers business, users and technical needs into business requirements specification

• Maps business goals, project benefits, priorities, components, system features

• Analyses available systems

• Supports identification of options for potential solutions

• Supports preparation of business cases and feasibility studies

• Contributes to systems design, testing, quality assurance, change management

• Responsible for designing, validating, and testing business processes for achieving business process excellence

• Responsible for taking a holistic approach in the planning and managing of a programmes for continuous improvements of business processes

• Responsible for coaching Frontex staff on upcoming changes, ensuring that a plan is in place to teach new skills and/or process changes

• Collaborates with owners of end-to-end processes to continually seek out process improvements

• Identifies opportunities for business process improvement leading to improved customer service
