The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law. ODIHR's assistance projects and other activities are implemented in participating States in accordance with ODIHR's mandate.

The post is located within Direction and Policy of ODIHR, based in Warsaw. Direction and Policy programme aims at maintaining effective leadership, management and oversight, in accordance with the Common Regulatory Management System (CRMS), ensuring consistent policies and programming in all ODIHR mandated fields. Moreover, it contributes to the strategic objective of enhancing the implementation of human dimension commitments along with assisting participating States in a co-ordinated, needs oriented, results-based and effective manner.

Tasks And Responsibilities
The incumbent performs his/her function under the supervision of the First Deputy Director of ODIHR as the first level supervisor, and the Director of ODIHR as the second level supervisor. Under the overall supervision of the First Deputy Director and in close co-operation with the Director's Office, Project Co-ordination Unit (PCU), the incumbent is the principal adviser on ODIHR's programmatic strategic planning, fundraising approach and new opportunities for fundraising. This includes supporting the First Deputy Director with identifying and promoting good practices in ODIHR's work, and contributing to ODIHR's strategic planning initiatives in a similar way, mainly through research and analysis. Specifically, the incumbent performs the following duties:

  • Advising on ODIHR fundraising efforts and approaches. Researching extra-budgetary funding opportunities for all ODIHR programmes and projects, especially with non-traditional donors;
  • In close co-ordination with the Project Co-ordinator and the programmatic departments, identifying and building strategic partnerships with other international organizations, non-governmental organizations (NGOs), coalitions and other relevant counterparts for possible joint initiatives;
  • In close co-operation with the Senior Project Assistant, maintaining overall information on ODIHR's fundraising history and opportunities;
  • Advising, through regular briefings and/or reports, the First Deputy Director on the possible impact on programmatic activities and fundraising;
  • Contributing, through research and policy advice, to ODIHR's strategic planning;
  • Researching good practices and experiences in ODIHR programmatic work aimed at establishing and promoting added value and comparative advantage;
  • Performing other related duties as assigned.

Education And Experience

  • Second-level university degree in law, political or social science, or related subject, preferably with a specialization in international relations and/or public policy. A first-level university degree in combination with two additional years of relevant experience will be accepted in lieu of the second-level university degree;
  • A minimum of five years (seven years with a first-level university) of professional experience which must include relevant work in diplomacy or international relations field and reporting work in the areas of human rights and democracy assistance;
  • Experience in project management preferably with donor-funded projects in a complex and/or sensitive political context;
  • Thorough knowledge of the OSCE region;
  • Understanding of the specificity and sensitiveness of activities in the fields of human rights, democratization, tolerance and non-discrimination, Roma and Sinti and elections;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability to work in a team and to establish and maintain effective working relationships with people of different national and cultural backgrounds;
  • Computer literate with practical experience in Microsoft applications
  • Excellent oral and written communication skills in English. Proficiency in Russian and/or other OSCE languages is an asset;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability to work in a team and to establish and maintain effective working relationships with people of different national and cultural backgrounds.
