Human Resources Officer - humanitarian organization

Policy Implementation and HR Administration

  • Provide advice around implementation of National staff Policies and Legislations for Poland and countries within the cluster delegations and ensure they are in line with the overall federation guidelines and local labour laws.
  • Assist in the implementation of HR legislations after the process stated above.
  • Liaise with HR Coordinator to ensure effective implementation of HR guidelines for delegates within the cluster delegation.
  • Ensure compliance with all systems and procedures and ensure management integrity and accountability with high quality standards in HR; ensure the implementation of audit recommendations; advise on corrective measures and establish relevant internal controls.
  • Work with line manager to review JD"s, get approvals for job descriptions and job classification of positions.
  • Prepare regular HR activity reports.
  • Provide direct HR technical support within Poland and countries in the cluster delegation.
  • Implement Federation HR systems and tools to ensure that there is a consistent HR approach in the cluster.
  • Come up with innovative ways to support the HR department at National societies in the cluster with assistance from the HR Coordinator.
  • Ensure proper employee documentation and filing within the IFRC guidelines.

Compensation and Benefits

  • Provide advice around salary structures, job evaluation and grading to ensure that equity is maintained, salaries updated, and remuneration structures benchmarked with various comparators within the industry.
  • Ensure implementation and understanding of the grading structures by all employees and the management team.
  • Evaluate the need for cost-of-living adjustments with assistance from line manager, legal and finance to ensure that remuneration is in line with cost of living.
  • Ensure that contracts with the various HR suppliers are up to date and payments under these contracts are done in good time.
  • In charge of the tender process for the various HR Suppliers, working with the HR coordinator to formulate the Terms of Reference and conduct analysis to select the best suppliers.
  • Coordinates between the various HR suppliers and IFRC providing guidance and advice to both parties.

Recruitment, Selection and Placement

  • Support, implement and administer the effective and timely recruitment processes in the hiring, developing and retaining the best talent to support the strategic human resources needs.
  • Promote equity, transparency, and consistency in the selection process.
  • Support the Region human resources needs by ensuring incoming staff receive efficient on-boarding as well as systems compliance is achieved on induction and exit.

Lateral Relationships

  • Ensure effective working relationships with counterparts within the cluster delegation, the HR team in the Europe Regional office and employees under the cluster delegation.

Performance Management

  • Ensure that performance objectives tracking is done for and present statistical analysis to the HR Coordinator.

Workforce Planning

  • Ensure that all employee contracts are up to date and that end-to-end contract is done in a timely manner.
  • Coordinates the review of National staff contracts for accuracy and alignment with the local labour laws within IFRC countries of operations.
  • Monitor the updating of organograms and the workforce plans.

Risk Management

  • Ensure Compliance by all client groups to all Standard Operating Procedures (SOP) in activities related to workforce planning and staff welfare with all systems and procedures to ensure consistency, integrity and accountability within the set quality standards in the stream of work; ensure implementation of audit recommendations; advice on corrective measures and establish relevant controls.
  • Maintain a safe and secure filing system for workforce planning and staff wellbeing Human resource documents.
  • University degree in Human Resources or related area is required
  • 4 years relevant professional HR practice
  • Experience of facilitating recruitment and onboarding processes
  • Experience of handling confidential information
  • Experience handling employee relations matters
  • Experience in preparing staff payroll and HRIS
  • Self-support in computers (Windows, spreadsheets, etc.)
  • Diplomacy skills
  • Skills in training and developing staff
  • Advanced HRIS
  • Customer service
  • Knowledge of HR Technology and Human Resources Information system
  • Fluently spoken and written English and Polish
  • Knowledge of French, Spanish or Arabic would be an attitude
